Garfield Logan (Beast Boy) proposes to the Justice League leadership—Aqualad, Miss Martian, Artemis, and Superboy—that they create a public version of "the Team". He argues that social media can be used to inspire people and show that heroes aren't just bureaucratic agents.
It is revealed that the "Good Guy Cabal" (Batman, Nightwing, Oracle, Aquaman, and Miss Martian) actually orchestrated part of the event. Aquaman threw his initial fight against the Warbugs to ensure the Outsiders could swoop in and "save the day" for maximum social media exposure.

The new team rushes to a small town under attack by what appear to be Reach "Warbugs". They eventually discover the "aliens" are actually Intergang members (Whisper A'Daire, Scorpia A'Daire, and Cairo DeFrey) using stolen Reach technology.
Mayor Thomas Tompkins, who is strictly anti-vigilante, orders the heroes arrested for property damage. The team voluntarily submits until a much larger, unmanned Reach sleeper vessel activates.
