It is eventually revealed that Dr. Janus is actually the one with severe multiple personality disorder. He has been filming himself dressed as Butters, performing bizarre and criminal acts—such as breaking into Butters' room to assault him or urinate on him—and then blaming the boy for it.

Butters Stotch is caught in the middle because he was seen distributing flyers for the new sushi restaurant. The local police, led by Sergeant Yates, blame Butters for "starting" the war.
