After escaping the dying underground city, Lina Mayfleet and Doon Harrow lead 400 refugees to the surface. They soon encounter the village of Sparks, a small agrarian community that has survived "The Disaster". While the villagers initially offer food and shelter, tensions quickly rise as the newcomers' needs strain limited resources. As anonymous acts of vandalism ignite mutual resentment, a power-hungry youth named Tick incites the Emberites toward war, forcing Lina and Doon to find a way to reconcile the two groups before violence destroys them both.
